New Delhi RTO Codes Explained

Vehicle registration numbers in Delhi follow a standard format: DL–XX–AB–1234. The “DL” prefix identifies the vehicle as registered in Delhi, while the two numbers that follow (such as 01, 02, 03) represent the specific RTO zone where the vehicle was registered.

Number plates in India also use different background colors, which indicate the type and purpose of the vehicle. The most common is a white background with black letters, used for private cars and motorcycles. Yellow plates with black letters are used for commercial vehicles like taxis, buses, and goods carriers .

Green plates identify electric vehicles, with white text for private EVs and yellow text for commercial EVs. Vehicles owned by the central or state government use red plates with white lettering, while diplomatic vehicles use blue plates with white numbers.

A common point of confusion is that the DL number does not necessarily represent where the vehicle currently operates. It only shows the RTO where the vehicle was first registered. 

For example, a car with DL-03 may now be used anywhere across Delhi or even outside the city after transfer. Similarly, people sometimes assume NCR cities use DL codes, but places like Gurgaon and Noida have their own state registration prefixes (HR and UP respectively), even though they are part of the National Capital Region.
